[ALAC] Thick Whois Comment - Final

I have revised the reply to the Thick Whois PDP WQ 
(https://community.icann.org/x/kIVZAg) based on a suggestion from 
Evan on competition, and one issue raised by Michele Neylon on local 
law violation (not in the form of a suggestion, but an issue that 
merits ALAC comment).

The Wiki points to both a redline version showing the changes and a 
final version.

Given that there have been no negative comments to the original 
statement, and additional changes submitted during the last few days, 
I request that Olivier initiate a formal vote on this document.
