First of all, I apologize for the late reply.

 

Did the second phase of the WSIS held in Tunis contributed to the
development of the use of social media in Tunisia such as Facebook? Yes it
contributed, but wasn’t determinant in the Tunisian revolution: Internet was
already well used in Tunisia, and its use evolved normally as the social
media evolved. The most important element that made the revolution happen
was the tyranny of Ben Ali and his family added to the social condition of
the Tunisians that  deteriorate. When Ben Ali felt that facebook is used
against his regime, he simply blocked it.

I have a question to Tijani in this regard: Was hosting the 2nd WISIS  in
Tunisia one drop in the bowl for the Facebook revolution (or Arabic spring)
years later? What is your personal opinion on this?

The political and real benefit to the Internet community of holding a
meeting in a country is short-lived and rarely spills over into neighbouring
countries to any great extent. 

 

Alan, do you mean that it’s useless to have meetings in those country????

I disagree with this approach, and still think that the principle of
rotating the meetings over the 5 regions as much as possible is a priority.
