[ALAC] GNSO Comment on WHOIS Review Team Final Report

Finally, a GNSO comment to the Board on the WHOIS RT Report. Bruce 
thanked the Council for getting it to the Board in time for the Board 
meeting on WHOIS which is scheduled for tomorrow.
