[ALAC] FW: IOC/RC Drafting Team Status Report

Here is the formal status report that will be 
discussed with members of the GAC this Friday, 
and will presumably form the basis for whatever 
happens in Costa Rica. Due to lack of time this 
is formally a report of the Chair and not the 
entire DT, although there was extensive 
discussion on the list which led to a number of changes from the first draft.

Note that this report include the recommendation 
I previously distributed, but addresses other issues as well.

I also am posting this report to the Wiki space 
(https://community.icann.org/x/FZ7bAQ).
