[ALAC] LACRALO regional advice to ALAC re: ISOC-CR ALS Application

Dear José,

thank you very much for your kind note and great news about the ALS
application from the ISOC Costa Rica Chapter (ISOC-CR).
This is just in time for our ALAC call today, and I will therefore be
announcing this on the call, and will ask staff to start a 5 day vote
afterwards.
