[ALAC] Proposal for ALAC work on future challenges

Dear Hong,

as Sandra and Tijani have remarked (their e-mails from yesterday), this Task
Froce must seek input from the whole of the At-Large structures (ALSes,
RALOs, ALAC), and have the appropriate mechanism for that.

Whether this is done through the ALAC members of the TF, or whether the
membership could include volunteers from the other At-Large structures, is
not for me to decide. This is a question for the Chair of ALAC, or the
ExCom.
