[ALAC] DSSA WG At-Large Representatives and endorsement of additional applicant requested

I did not see in the first place why there should be a geographic
balance on security and stability issues, which need to be tackled from
a technological rather than a political perspective. 

I have witnessed
the work John has done in the IETF, among other things, and would be
delighted to have him on-board.
