[ALAC] [At-Large] Fwd: ATRT Final report and recommendations as sent to the ICANN Board.

Public and the ICANN Community had a chance to comment on the
recommendations that went into the report (resulting as noted in the body
text on some modifications / clarifications  and edits to these
recommendations) already  (that PC was pre Cartagena meeting ending the
Friday before the meeting started)   this report is under the terms of the
AoC for the Board  to read, react and respond to...
