[SBT] I am not sure it solve the problem. But yes it is A decision by the
Board and by the way the total opposite from the one taken by the same Board
few months ago. Did the working group change opinion ? I haven't see that.
Did the Board base his decisions on expert advices (maybe the Board change
experts).
It is easier than to change the participants of the working group ;) 
Yes it will be interesting to know the bases of the decision.

[SBT] And it depends also from what perspective
If you are a small community willing to start a gTLD for the community and
no registrar willing to serve their needs then it is great.
For Brand TLDs it will allow them to stay really closed and it is not
specially benefic for the customer of those companies.

As domain name registrant in a new gTLD you will have just one provider and
it will be able to do what it want with no balanced power.
The only power to balance those real monopolies is a well organized At-Large
voice (or voices) - from the ALS to the ALAC and even to the Board.
