Le dernier trimestre de 2020 nous a permis de rêver de surmonter l’énorme défi présenté par la pandémie grâce à l’apparition de nouveaux vaccins. La présente mise à jour est la dernière de l’année 2020. Ce dernier trimestre, AFRALO a poursuivi ses activités et en voici quelques-unes, actuelles et en cours, de la RALO.</span></div>

<div><span style="color: rgb(0, 0, 0);">Dans la mise à jour du troisième trimestre, je vous ai informé de nos 9 points d’action en vue de la mise en œuvre de notre stratégie de sensibilisation et d’engagement pour l’exercice fiscal 2021. La mise en œuvre des points d’action a commencé sur chaque plan d’action identifié. Au cours de ce trimestre, nous avons accueilli M.Bram Fudzulani, notre nouveau co-président chargé de la sensibilisation et de l’engagement pour la région. La séance a compté avec la participation de plusieurs orateurs invités : des membres du Conseil d’administration (y compris les membres de l’Afrique), le Président-directeur général de l’ICANN, la présidente de l’ALAC et les experts en matière d’acceptation universelle ; différents destinataires nous ont également fait part de leurs commentaires vis-à-vis de la déclaration. <div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Alors que nous nous préparons à inaugurer une nouvelle année 2021 prometteuse, je voudrais réfléchir à l’une des principales conclusions d’une étude récente de Google Africa et du rapport de l’IFC intitulé « e-Economy Africa 2020 », qui prévoit que la valeur de l’économie numérique africaine sera de 180 milliards d’USD d’ici l’an 2025. Autrement dit, l’Afrique ne peut y parvenir en tant que région que si toutes les parties prenantes abordent conjointement les différentes couches de la chaîne de valeur numérique dans leur expertise respective. Cela inclut le système des noms de domaine et leur chaîne de valeur économique.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Pour y parvenir, il faudra redoubler nos efforts pour relever certains des défis qui restent en suspens, tels que le travail important sur les IDN, l’acceptation universelle (UA) et l’internationalisation des adresses de courrier électronique (EAI). Ces problèmes, comme ceux concernant l’utilisation malveillante du DNS, restent critiques. Et je sais que la communauté d’AFRALO accordé la priorité à ces sujets dans ses plans, tel que nous l’avons fait à l’organisation ICANN. J’espère donc parvenir à un partenariat plus profond sur ces domaines thématiques et plus encore, car nous cherchons à jouer un rôle commun dans la mise en œuvre de notre Plan régional pour l’Afrique et, par extension, à contribuer à une économie numérique en Afrique plus développée.</span></div>

En raison de l’interdiction des réunions en personne traditionnelles, il incombait à mon équipe de concevoir des séminaires en ligne et un laboratoire DNS basé sur le nuage disponible en ligne. Le développement du laboratoire DNS basé sur le nuage a été un défi passionnant et il s’est avéré être un outil efficace pour fournir des exercices techniques pratiques.</span></div>

<span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">La </span><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px; font-style: italic;">E-Governance and Internet Governance Foundation for Africa</span><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;"> (EGIGFA), l’une des structures At-Large (ALS) récemment accréditée, a organisé la toute première bourse de l’École sur la gouvernance de l’Internet du Ghana (GhanaSIG).  La bourse a pris une forme hybride qui combinait des séances virtuelles et des séances en personne. Les boursiers sélectionnés ont suivi six semaines de cours intensifs en ligne, dont certains cours d’ICANN Learn, qui les ont qualifiés pour participer à la séance en personne. Sur les 30 candidats retenus et annoncés le 15 juillet 2020, vingt-six ont assisté à la séance en personne.</span>

<div style="text-align: justify;" align="justify"><span style="color: rgb(0, 0, 0); font-size: 12px;">Les membres du corps enseignant hors du Ghana ont participé par zoom, tandis que ceux se trouvant au Ghana se sont joints physiquement sur le lieu de l’événement.  Les professeurs étaient Glenn McKnight, Emmanuel Vitus, Raymond Mamattah, Siranush Vardanyan, Brice Abba, Teki Akuetteh Falconer, Leslie Daigle, Kenneth Adu-Amanfoh, Edilson Osorio Jr et le Dr Hillar Addo.</span></div>

<div style="text-align: justify;" align="justify"><span style="color: rgb(0, 0, 0); font-size: 12px;">Les sujets abordés au cours de ces trois journées ont été les suivants : l’écosystème de gouvernance de l’Internet ; la cybersécurité, la protection des données et des droits de l’homme ; et comment s’intégrer dans l’écosystème de gouvernance de l’Internet.</span></div>
<div style="text-align: justify;" align="justify"><span style="color: rgb(0, 0, 0); font-size: 12px;">Les représentants des boursiers étaient Abrahm Selby et Lavish Mensah. Certains des boursiers ont bénéficié d’un logement complet.  Le 1er décembre 2020, cinq des boursiers ont été nommés à divers postes au sein de l’équipe EGIGFA.  Tous les boursiers ont commencé à participer activement à l’écosystème de gouvernance de l’Internet.</span></div>

Le Chapitre malien de l’Internet Society, fidèle à sa mission, a lancé avec ses partenaires la première édition de MaliSIG, tenue du 22 au 29 octobre 2020. Ce projet est le point culminant d’un long processus dédié à la gouvernance de l’Internet.</span></div>

De 2018 à 2019, le Chapitre a formé plus de 200 stagiaires, dont une centaine a obtenu la certification de l’Internet Society.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">Lors de la cérémonie d’ouverture, le niveau de cette première édition a été rehaussé de la présence du Ministre de la communication et de l’économie numérique, M. Hamadoun Toure, accompagné d’une délégation ministérielle.</span></div>

En 2020, le Chapitre Mali de l’Internet Society a opté pour la formation d’un groupe marginalisé de la population : des femmes handicapées ou n’ayant que peu ou pas d’éducation formelle.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">À l’heure actuelle, l’utilisation des réseaux sociaux est un phénomène à la mode : alphabétisé ou non, tout le monde possède un smartphone et achète des forfaits de données Internet pour se distraire ou s’amuser sur les réseaux sociaux.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">C’est pourquoi l’ISOC Mali a décidé de former ces femmes sur la façon de stimuler leurs activités génératrices de revenus par le biais d’applications de réseaux sociaux comme WhatsApp ou Facebook.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">Une cinquantaine de ces femmes viennent de plusieurs secteurs économiques : restauration, coiffure, petites entreprises, etc... Elles ont vraiment apprécié l’initiative parce qu’elles n’en faisaient pas un usage judicieux, par exemple pour promouvoir et stimuler leurs activités. Quant aux femmes handicapées, elles constituaient 20 % des participants et ont plaidé pour la poursuite et la multiplication de ces activités.</span></div>

L’événement s’est tenu virtuellement en raison de la pandémie et dans le but de contribuer à réduire la propagation du virus COVID-19.</span></div>

Dewole Ajao, qui, dans ses remarques de bienvenue, a félicité tous les membres exécutifs nouvellement élus. Il a présenté les cadres sortants à tous les membres présents lors de la cérémonie de passation des pouvoirs et les a félicités pour leurs efforts et l’esprit d’équipe pendant leur mandat en tant que membres du conseil exécutif. M. Ajao a également encouragé les nouveaux membres du conseil à travailler en équipe afin que le Chapitre continue à aller de l’avant.</span></div>

Caleb Ogundele, a accepté la responsabilité d’être le nouveau président du Chapitre et a également pris la parole au nom de tous les dirigeants nouvellement élus. Il a ajouté que son mandat de président se concentrerait sur le programme T.O.G.E.T.H.E.R, basé sur ses objectifs (transparence ; opportunités ; développement de la base de connaissances des membres par le biais du renforcement des capacités ; participation et expansion des parties prenantes du Chapitre ; engagement réglementaire et politique sur mesure et actif ; mobilisation des pouvoirs du membre pour davantage de travail bénévole ; élargissement des finances du Chapitre et tendre la main à la communauté) qui s’ajouterait aux programmes de travail des autres cadres nouvellement élus.</span></div>

Ogundele a en outre souligné qu’il y aura beaucoup d’engagements réglementaires, de renforcement des capacités pour les membres par le biais de plusieurs initiatives qui incluent l’école sur la gouvernance d’Internet du Nigéria ainsi que plusieurs ateliers techniques pour les ingénieurs, les universitaires et les défenseurs des réseaux communautaires. Toutefois, la priorité restera de travailler avec l’organe mondial de l’Internet Society sur le plan d’action pour 2020 et 2021 afin de réaliser la vision stratégique et partagée de rendre l’Internet sûr, sécurisé, abordable, accessible et disponible pour tous.</span></div>
