<div style="text-align:justify" align="justify"><span style="color:rgb(0,0,0)">J’espère que vous êtes en sécurité et que vous prenez toutes les précautions nécessaires en cette période de pandémie qui nous affecte tous, d’une manière ou d'une autre. Au sein de la direction de l’AFRALO (moi-même, Aziz et Sarah), ce trimestre nous a permis d’espérer que l’on puisse ressortir de cette menace mondiale plus forts dans la mesure où les pays et les économies ont commencé à assouplir leurs procédures de confinement. L’AFRALO a poursuivi ses activités lors de ce trimestre et voici certaines des activités en cours de la RALO.</span></div>

<div style="text-align:justify" align="justify"><span style="color:rgb(0,0,0)">Dans la mise à jour du 2e trimestre, j’ai indiqué que nous mettrions au point les modalités de mise en œuvre de notre plan de sensibilisation et de participation pour l’exercice fiscal 2021 et je suis ravi de vous informer que le plan a été achevé et que nous avons commencé la mise en œuvre de certaines actions. Les 9 points d’action sont les suivants :</span></div>

<li style="text-align:justify"><span style="color:rgb(0,0,0)">Augmenter le nombre des membres de l’AFRALO participant activement aux activités d’At-Large, dont les conseils politiques du Comité consultatif At-Large (ALAC) et de l’ICANN</span></li>
<li style="text-align:justify"><span style="color:rgb(0,0,0)">Inciter les membres de l’AFRALO à participer davantage via des activités de sensibilisation</span></li>
<li style="text-align:justify"><span style="color:rgb(0,0,0)">Participer à des événements organisés à distance (et, le cas échéant, des événements en personne) sur le continent africain, et notamment dans les pays ne disposant pas d’ALS, afin de sensibiliser et d’intégrer ainsi à l’environnement de l’ICANN :</span></li>

<li style="text-align:justify"><span style="color:rgb(0,0,0)">Lorsque cela est possible, organiser des événements locaux, en partenariat avec les ALS locales, afin de promouvoir l’acceptation universelle, les DNSSEC et les compétences en matière de cybersécurité, et afin de renforcer la participation des membres de l’AFRALO dans leurs pays respectifs</span></li>

<span style="color:rgb(0,0,0)">Selon le plan de mise en œuvre, nos activités en matière de sensibilisation et participation seront axées autour des 9 points d’action indiqués ci-dessus. Ces points d’action seront mis en œuvre jusqu’en 2021, en tenant compte des réalités des restrictions en place en raison de la Covid-19. Au regard de ces éléments, nous continuons à encourager des volontaires à nous rejoindre pour la mise en œuvre du plan. <div style="text-align:justify" align="justify"><span style="color:rgb(0,0,0)">On sait maintenant que l’ICANN69 sera organisée sous la forme d'un événement virtuel. On commence à s’y habituer et on s’améliore. Les deux dernières réunions de l’ICANN organisées à distance (l’ICANN67 et l’ICANN68) ont été une réussite. Toutefois, l’ICANN69 sera une réunion spéciale dans la mesure où il s’agit de la première réunion générale annuelle (AGM) virtuelle, qui est en temps normal la réunion la plus importante de l’ICANN, et je suis sûr que cette réunion sera une formidable expérience. Comme d’habitude, nous organiserons une réunion conjointe AFRALO/AfrICANN, et la discussion tournera autour de l’acceptation universelle. La séance nous permettra aussi d’entendre notre équipe du GSE, les dirigeants de l’ALAC, le président-directeur général de l’ICANN et les membres africains du Conseil d’administration de l'ICANN.</span></div>

<div style="text-align:justify" align="justify"><span style="color:rgb(0,0,0)">Tijani BEN JEMAA a été l’un des pères fondateurs de l’AFRALO. Il a contribué généreusement pendant de nombreuses années au développement de l’AFRALO et de l’ensemble de la communauté de l’ICANN. Son mandat au sein de l’ALAC prendra fin lors de l’ICANN69. Je souhaiterais remercier Tijani pour son immense contribution à l’AFRALO, à l’At-Large et à l’ICANN dans son ensemble, et je suis persuadé qu’il restera en lien étroit avec la communauté. </span></div>

Je lui adresse mes meilleurs vœux de réussite dans ses nouvelles fonctions de membre de l’ALAC appartenant à l’AFRALO.</span></div>

L’ALAC a approuvé sans réserve le rapport final. Le rapport final pour la deuxième révision d’At-Large a été présenté à l’OEC le 30 juin 2020, et le Conseil d’administration a accepté ledit rapport final lors de sa réunion de septembre.</span></div>

Je suis ingénieur en télécommunication, passionné d’Internet et de technologie. J’ai travaillé pour les deux principaux opérateurs de télécommunications de mon pays, la république du Bénin, et parallèlement j’ai toujours participé activement à la communauté Internet locale depuis 2010, en contribuant, à ma façon, à la promotion de l’accès numérique et l’accès à Internet pour tous. Puis, lentement mais sûrement, j’ai commencé à m’impliquer dans plusieurs communautés Internet au niveau régional et mondial, car ce qui s’y passait me passionnait, surtout les aspects techniques.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Je ne sais pas trop comment répondre à cette question car tout ce que j’ai fait pendant 10 ans au sein de la communauté en plus de mon travail quotidien a été très utile, pour ne pas dire indispensable pour arriver à occuper ce poste. Je suis vraiment passionné par le fonctionnement d’Internet, et j’ai toujours souhaité partager mes connaissances et apprendre des autres. Au Bénin, de 2011 à 2014, j’ai activement participé à l’organisation du Barcamp Bénin où l’on a abordé la question du pouvoir de la technologie et réfléchi à comment Internet et les technologies de l'information et de la communication (TIC) peuvent nous aider à innover. Puis je me suis engagé via le système des noms de domaine (DNS) du Bénin, et on a réussi à introduire de nouvelles idées dans ce programme. En 2018, j’ai accepté de mener le processus de relance du Chapitre Bénin de l’Internet Society (ISOC) après 8 ans d’inactivité. Tout cela parallèlement à mes activités professionnelles quotidiennes qui n’étaient pas faciles non plus car j’occupais toujours des postes opérationnels critiques.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Tout ce parcours a constitué un véritable défi quotidien, mais je n’ai jamais renoncé. Aussi, j’ai rencontré de formidables personnes sur mon chemin et beaucoup appris de chacune d’entre elles. Bien sûr, les gens disaient toujours que je n’étais jamais fatigué, mais je crois que c’est une question de passion. Je me souviens encore de mes anciens collègues qui m’avaient donné le surnom de « M. DNS », d’autres m’appelaient « M. Internet » ou « M. IP », car je parlais tout le temps d’Internet, du protocole Internet (IP) ou du DNS. J’ai animé une émission de radio où j’expliquais la technologie en des termes simples à mes collègues et nos clients. J’ai passé beaucoup de temps au bureau à préparer et faire des présentations à mes collègues, et chaque fois que j’avais l’occasion d’assister à une conférence sur Internet, je partageais avec eux ce que j’avais appris.</span></div>

Et enfin, lorsque j’ai reçu cette offre d’emploi sur la liste de diffusion de l’AFRALO en août 2019, des amis m’ont dit de postuler. Jamais je n’aurais imaginé être sélectionné mais j’ai finalement réalisé que tout ce que j’avais fait depuis presque 10 ans n’avait pas été vain.</span></div>

À cet égard, je mettrai en place des formations techniques et des programmes de renforcement des capacités dans la région Moyen-Orient et Afrique (MEA), et j’assurerai la promotion des meilleures pratiques en matière de sécurité, de stabilité et de résilience pour les systèmes Internet des identificateurs uniques de la région.</span></div>

Je ferai de mon mieux et consacrerai mon énergie à prouver qu’en Afrique, nous avons d’excellentes ressources qui permettent de faire de grandes choses. Une équipe de recherche conceptuelle a été formée afin de transformer la crise sanitaire en une véritable opportunité de développement via des outils numériques. <div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Plusieurs crises ont ébranlé l’histoire moderne et ont mis en danger notre manière de vivre. Le troisième coronavirus humain, qualifié de pandémie par l’Organisation mondiale de la santé, a établi un nouveau record. Il s’est propagé si rapidement que les statistiques relatives aux décès et aux infections se sont vite avérées obsolètes au fil des jours. L’aspect le plus inquiétant et peut-être le plus troublant de la Covid-19 est qu’elle a considérablement polarisé l’attention publique. Les informations sur la crise sanitaire ont circulé à la vitesse de l’éclair, et parallèlement, les médias traditionnels, les réseaux sociaux et autres sources d’information informelles ont répandu des nouvelles, des rumeurs et de fausses informations sur l’agent pathogène et son impact. Le caractère inédit de cette crise sanitaire nous amène à remettre en question nos modèles sociétaux, et c’est ce qu’a fait le Groupe de travail du Cameroun de l’IGF. Le groupe a organisé une série de quatre (4) séminaires web entre le 30 juin et le 15 juillet 2020. Organisés sur Zoom, ces séminaires web, qui ont rencontré un franc succès, ont rassemblé des représentants gouvernementaux, des entreprises, de la communauté technique, du monde universitaire et de la société civile. Au total, 169 participants ont assisté aux séances en ligne, dont 24 panélistes et 6 membres des comités organisateurs tel qu’indiqué dans les graphiques ci-dessous.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Les panélistes comprenaient des universitaires, des chercheurs, des parlementaires, des ingénieurs, des acteurs de la société civile et des enseignants. Les organisateurs avaient pour ambition d’engager des réflexions intuitives, empiriques et méthodologiques, et de faire naître une sorte de légalisme requis dans le secteur des TIC. Les quatre séances n’ont pas traité de sujets simples. Il est admis qu’Internet n’est clairement pas une thématique simple. Les séances étaient axées sur des concepts censés être des symboles représentatifs et consubstantiels au monde numérique, en commençant par le monde en général. De ce fait, les réflexions ne pouvaient être menées suivant une logique numérique binaire simple. Au contraire, les présentations et discussions qui s’en sont suivies ont abordé de nombreux sujets pointus, avec leurs innombrables déclinaisons en termes de signification et de perception. Les différents panélistes ont démontré avec un savoir-faire et une capacité de persuasion rares dignes des plus grands qu’afin de gérer, de promouvoir et de protéger la présence des technologies numériques dans nos vies quotidiennes et dans nos États, « . . . nous devons être aussi créatifs que leurs inventeurs », selon les termes de Kofi ANNAN, et c’est ce qu’ils ont fait à travers plusieurs prismes, pour des thèmes importants et d’autres thèmes sous-jacents. Plusieurs interventions ont porté sur les impacts de la pandémie et de la période postcrise, en étudiant et en problématisant la notion d’émergence numérique. Cela a entraîné plusieurs réflexions, dont la principale conclusion est le fait que la Covid-19 serait le moteur d’un monde plus numérique. Les défis et bénéfices pour les femmes ont été abordés, et l’efficacité de l’enseignement à distance en temps de pandémie a été décortiquée. Les discussions ont dégagé la nécessité de développer des infrastructures et des réseaux communautaires et de créer un véritable arsenal juridique permettant de garantir la protection des données et, surtout, la sécurité de la navigation dans le cyberespace.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">On peut raisonnablement supposer que le Groupe de travail du Cameroun de l’IGF dégagera des propositions, au moins partielles, à mettre en œuvre et qui pourraient alimenter des discussions plus larges sur notre avenir et sur les nouveaux modèles de développement économique et social. Ces résultats cognitifs sont fondés sur ceux déjà obtenus par le gouvernement et mis en œuvre par le ministère des Postes et des Télécommunications (MINPOSTEL) du Cameroun. Alors que la pandémie a mis en lumière nos raccourcis multidimensionnels et les faiblesses de la gestion de telles crises, le fait est qu’elle s’est également subtilement transformée en une opportunité de développement multisectoriel.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Outre de solides recommandations et suggestions transmises à plusieurs entités, ces séminaires web offrent un espace de lecture et présentent des réformes pertinentes qui pourraient sans aucun doute être mises en œuvre dans certains secteurs, notamment dans les secteurs de l’éducation, de la santé, des télécommunications, de la réglementation des télécommunications, de l'énergie, de la gouvernance locale, pour n’en citer que quelques-uns.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Dans leur ensemble, les interventions qualifiaient d’urgents la nécessité de repenser les plans d’urbanisation, l’obligation de maîtriser les outils numériques dans toutes les écoles et formations professionnelles, le développement de l’enseignement à distance et la promotion de compétences comportementales plus uniformes, plus accessibles et mieux diffusés lors du processus de formation/d’apprentissage. D’un côté, cela implique de reformuler les règles d’éligibilité des nouveaux administrateurs municipaux, en exigeant des compétences spécifiques, et de protéger les utilisateurs finaux des utilisations malveillantes d’Internet.</span></div>

Via ces véritables festins intellectuels, le Groupe de travail du Cameroun de l’IGF a examiné, à l’échelle du secteur, dans quelle mesure les technologies numériques avaient déjà changé et transformé nos vies quotidiennes, et plus précisément lors du confinement lié à la Covid-19. Le monde se numérise jour après jour, et nous ne pouvons reporter l’indispensable discussion sur les possibilités qui s’offrent à nous, à nos États, à nos administrations.</span></div>

Environ 60 participants ont assisté, sur la plate-forme KinguiCall, à cet excellent séminaire web animé par Mme Diallo Assitan Diallo, sociodémographe de formation. Les discussions ont abordé les points indiqués ci-dessous.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">● C’est être dépendant à un ou plusieurs dispositifs. L’état de dépendance est lié à l’utilisation excessive de plates-formes numériques (télévisions, Internet, smartphones, tablettes, ordinateurs, etc.).</span></div>
<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">● C’est ne pas pouvoir faire face, sans angoisse, à la perte, à l’oubli ou au vol d’un appareil.</span></div>
<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">● Le sentiment de manque éprouvé dans ces situations indique le degré de dépendance numérique.</span></div>

De fait, ces besoins sont la cible de bon nombre des applications et notifications considérées comme du harcèlement (influenceurs, blogueurs, youtubeurs, tiktokeurs, etc.).</span></div>

Les travaux de recherche ont été menés par des membres du groupe de travail chargé des protocoles et des normes du Chapitre.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Lorsqu’il a présenté la proposition UA au conseil d’administration, Jules NIZEYIMANA, coordinateur de l’initiative locale UA, a dit qu’il encouragerait les développeurs et les opérateurs à tenir compte de l’UA dans la mise en œuvre de leurs projets et à adhérer à ce concept d’UA selon lequel tous les noms de domaine et adresses électroniques valides doivent être considérés sur un pied d’égalité, acceptés, validés, stockés, traités et affichés correctement et uniformément par l’ensemble des applications, dispositifs et systèmes connectés à Internet, l’UA devant être adoptée afin de satisfaire les exigences en matière d’ouverture numérique, de communication et d’acceptabilité globale. </span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">des unités constitutives et la participation de la communauté avec le GAC, des questions internes du GAC portant sur des discussions menées depuis plusieurs années, par exemple au sein du Groupe de travail sur la sécurité publique et du Groupe de travail sur les régions faiblement desservies, afin de s’attaquer aux défis auxquels nous, en tant que pays, sommes confrontés. Concernant les discussions intercommunautaires entre le GAC et les différentes communautés, elle a indiqué qu’une séance thématique s’était tenue sur l’utilisation malveillante du DNS et les taux d’enregistrement malveillant lors de la pandémie de Covid-19, etc. De même, elle a souligné que le GAC organisait des séances avec le Conseil d’administration de l’ICANN lors desquelles ils se penchaient sur l’utilisation malveillante du DNS et des questions connexes, les séries ultérieures de nouveaux gTLD, etc.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Lillian Kamara a partagé l’expérience qu’elle a eue dans le cadre du programme de bourses de l'ICANN68 auquel elle a pris part et a brièvement mis en avant les avantages liés aux bourses et indiqué comment participer au programme. Elle a notamment parlé de la séance de jeu de rôle des boursiers sur les avis de revendications de marques lors de laquelle les boursiers ont eu la possibilité de faire part de leurs opinions sur les mesures recommandées par le Groupe de travail sur les mécanismes de protection des droits. Elle a également partagé les recommandations du Groupe de travail sur les mécanismes de protection des droits qui prévoyaient l’obligation de fournir un avis en anglais, puis a fourni un lien vers le site où l'on peut accéder à des traductions dans les six langues officielles des Nations Unies. Lilian a aussi expliqué que les boursiers s’étaient principalement concentré sur la question des langues et a recommandé que davantage de langues soient ajoutées car de nombreuses personnes parlent différentes langues et différentes personnes enregistrent des noms de domaine. Elle a souligné que la terminologie utilisée, très technique, devait être simplifiée de sorte qu’une personne sans connaissance des noms de domaine puisse être en mesure de s’enregistrer. </span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Sarah Kiden a informé du contenu des discussions tenues lors du forum de l’ICANN68 et a indiqué la place qu’occupe l’Internet Society dans la structure de l’ICANN. Elle a aussi expliqué que le Comité consultatif At-Large (ALAC) représente les intérêts des internautes tels que vous et moi et que tous les avis politiques qu’il donne sont formulés du point de vue de l’utilisateur final. Eu égard à l’ICANN68, elle a souligné que la réunion conjointe AFRALO-AfrICANN a débouché sur, comme dans la plupart des réunions de l’ICANN, la transmission d’une déclaration au Conseil d’administration de l'ICANN ou à toute autre unité constitutive à qui s’adresse la déclaration, et dans ce cas précis, ils se sont concentrés sur le « Renforcement de la résilience de la communauté de l’ICANN en cas de catastrophes » et notamment la pandémie de Covid-19 et la mesure dans laquelle elle a affecté la participation des membres aux activités de l’ICANN, par exemple à cause du coût de l’accès, etc.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Moses Serugo, coprésident du Registre Internet régional pour l’Afrique (AfriNIC) et également membre du Chapitre Ouganda de l’ISOC, a expliqué le fonctionnement de l’AfriNIC et comment il alimente l’ICANN via des politiques liées aux adresses de protocole Internet (IP) et aux numéros Internet du système autonome. Il a également expliqué qu’au sein de l’ICANN, il existe des organisations de soutien et que l’AfriNIC relève de l’Organisation de soutien à l'adressage (ASO). Il a indiqué qu’il y avait cinq registres IP à travers le monde qui avaient pour mission d’attribuer ces numéros à différents registres Internet locaux tels que des entreprises du secteur des télécommunications, et que chaque registre désigne par vote trois personnes qui le représenteront au sein de l’ICANN et que l’ensemble des registres forment l’ASO.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Mutegeki Cliff Agaba, membre du comité du Chapitre qui siège également au Groupe directeur sur l’acceptation universelle (UA) avec le Groupe de travail chargé des communications, a précisé le contenu des débats de la séance de l’ICANN68 sur l’acceptation universelle et a souligné la nécessité de sensibiliser à l’UA. Cela a notamment pris la forme d’une formation visant à apprendre à résoudre le problème, à encourager à résoudre les problèmes d’UA dans les systèmes, et d'un partage d’expériences avec la communauté afin d’être prêt à l’UA. </span></div>

Contrairement aux années précédentes, ce n’est pas la CEDEAO qui a organisé cet événement, il s’est tenu virtuellement suite à la pandémie de Covid-19. Grâce au professionnalisme des organisateurs, la participation et l’impact du forum virtuel ont été au niveau des forums physiques des années précédentes.</span></div>

<span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Il a été précédé par une formation virtuelle certifiée de 3 jours, au sein de l’École d'Afrique de l'Ouest sur la gouvernance de l'Internet (WASIG) et regroupant 30 boursiers, portant sur la nécessaire gouvernance de l'Internet en Afrique de l’Ouest et ses conséquences sur </span><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif;font-weight:bold">les entreprises, la politique et le développement technologique de la région</span><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">.</span>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">À l’issue de la formation, des représentants de différents groupes chargés de mener des recherches à des fins d’amélioration de la coordination des activités Internet en Afrique de l’Ouest ont effectué une présentation de projet.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Le WAIGF a débuté le 22 juillet 2020 avec des représentants des 15 pays d’Afrique de l’Ouest et plus de 400 personnes y ont participé en ligne.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Les séances ont abordé les sous-thèmes suivants : Cybersécurité et cybercriminalité à l’ère de la coopération numérique ; Problèmes liés aux droits de l’homme lors de la pandémie de Covid-19 ; Vie privée et confiance : comprendre l’impact de ces questions en période de pandémie de Covid-19 ; Nouveaux enjeux liés au monde numérique ; et Technologies émergentes.</span></div>

<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Le forum a reconnu qu’il était nécessaire que les utilisateurs et les marchés puissent être sûrs de profiter des bénéfices d’Internet à tous niveaux. Quant au respect des droits de l’homme, cela implique aussi de construire une communauté Internet sous-régionale innovante, dynamique, stable, sécurisée et unifiée.</span></div>
<div style="text-align:justify" align="justify"><span style="font-size:12px;color:rgb(0,0,0);font-family:Arial,Verdana,Helvetica,sans-serif">Toutefois, un puissant appel a été lancé en faveur de la création de domaines internationalisés pour l’Afrique, ce qui pourrait promouvoir l’inclusivité et garantir l’acceptation universelle.</span></div>
