Le troisième sommet At-Large (ATLAS III) est devenu une ressource importante pour améliorer la participation d’At-Large aux processus de l’ICANN. ATLAS III a été, à sa manière, tout à fait unique en raison de ses différentes séances de renforcement des capacités et d’engagement. Merci à tous ceux qui ont participé à la planification de l’événement qui a été un succès. Dans le cadre des discussions tenues après l’ATLAS III, notre RALO s’est engagée dans 3 volets que je voudrais évoquer :</span></div>

Afin d’améliorer notre participation, nous avons soumis un certain nombre de demandes de budget supplémentaires pour l’exercice fiscal 2021, dont l’une permettra de faire traduire en français les discussions sur notre liste de diffusion.</span></div>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Nous avons réactivé notre groupe de travail sur le règlement intérieur (RoP), qui examinera la section de nos règles concernant les membres individuels afin de déterminer et de proposer les modifications nécessaires. N’oublions pas l’histoire qui sous-tend cette situation ; les règles des membres individuels ont été approuvées par les membres d’AFRALO il y a plus de 2 ans et, conformément à ces règles, nous sommes tenus d’en faire la révision après 2 ans. Il s’agit donc d’une activité qui est depuis longtemps en retard et qui relève à juste titre de nos domaines d’intérêt pour l’année.</span></div>

La séance a été virtuelle parce que l’ICANN a pris la décision de tenir la première séance virtuelle en raison de l’épidémie de coronavirus. </span></div>

<li style="font-size: 12px; color: black; text-align: justify;"><span style="color: black; font-size: 12px; font-family: Arial, Verdana, Helvetica, sans-serif;">Nous demandons à l’organisation ICANN, en tant que gardienne du système mondial des noms de domaine, de mettre de côté des ressources adéquates permettant de sensibiliser davantage la communauté multipartite mondiale à propos de l’utilisation malveillante du DNS et de la manière de l’atténuer.</span></li>
<li style="font-size: 12px; color: black; text-align: justify;"><span style="color: black; font-size: 12px; font-family: Arial, Verdana, Helvetica, sans-serif;">La lutte contre l’utilisation malveillante du DNS ne doit pas se transformer en une réglementation du contenu, ce qui n’est pas dans la portée des attributions de l’ICANN. En fait, ce qui est considéré comme un abus quant au contenu dans un pays peut être tenu pour liberté d’expression dans un autre. AFRALO n’accepterait aucun effort pour que la lutte contre l’utilisation malveillante du DNS devienne une réglementation du contenu. Dans cette perspective, nous demandons à l’organisation ICANN de faciliter davantage les discussions sur l’utilisation malveillante du DNS au niveau régional par l’intermédiaire des équipes en charge de la politique, du GSE et d’ICANN Learn avec les dirigeants de la communauté africaine pour assurer une délibération efficace.</span></li>
<li style="font-size: 12px; color: black; text-align: justify;"><span style="color: black; font-size: 12px; font-family: Arial, Verdana, Helvetica, sans-serif;">Par l’intermédiaire du bureau du directeur de la technologie, nous demandons à l’organisation ICANN de mieux informer de l’utilisation malveillante du DNS dans un langage simple, notamment aux utilisateurs finaux qui sont les principaux consommateurs des produits et des services du DNS.</span></li>

Je tiens à remercier M. Abdulkarim Oloyde, M. Muriuki Mureithi et M. Robert Nkambwe, qui ont été nommés par leurs collègues du groupe de travail et qui ont accepté d’être respectivement président, vice-président et rapporteur. Ils seront chargés de la coordination globale des activités de l’équipe pendant la durée du processus de rédaction.</span></div>

L’activité a été modérée par Raihanath GBADAMASSI (ancien boursier de l’ICANN) et Rachad SANOUSSI (boursier du Sommet Jeunesse@IGF 2019). Ils ont partagé avec les participants leur expérience unique dans les programmes respectifs auxquels ils ont participé. Ils ont également donné beaucoup de conseils sur la façon et le point de départ pour s’impliquer à la gouvernance de l’Internet. NYIRARUKOBWA, dans le district de Bugesera, suivant la devise « ensemble pour un meilleur Internet ».</span></div>
