Chers membres de l’Organisation régionale At-Large (RALO),

Conformément à la section 19.9 du Règlement intérieur de l’ALAC<http://tinyurl.com/ALAC-RoP-2016-09>, le Comité chargé du processus de sélection d’un membre du Conseil d’administration (BMSPC) informe les RALOs d’une occasion qu’elles pourraient saisir pour initier un éventuel processus de pétition et proposer l’ajout, à la liste du Comité d’évaluation des candidats d’At-Large au Conseil d’administration (BCEC), d’autres candidats ayant présenté une manifestation d’intérêt pour le poste de membre du Conseil d’administration de l’ICANN. Les candidats figurant dans la pétition auront obtenu gain de cause et seront ajoutés à la liste finale s’ils bénéficient de l’appui d’au moins trois des cinq RALOs, exprimé par vote formel. Pour couronner le processus de sélection du membre du Conseil d’administration de l’ICANN, le BMSPC organisera une élection des candidats qui figurent sur la liste finale, avec pour électeurs les membres du Comité consultatif At-Large (ALAC) et les présidents des Organisations régionales At-Large (RALO).

Contexte

Le siège numéro 15 du Conseil d’administration de l’ICANN est réservé au membre sélectionné par la communauté At-Large. À l’heure actuelle, ce siège est occupé par Rinalia Abdul Rahim qui a assumé ses fonctions à la clôture de la 51e réunion de l’ICANN (AGM 2014). Son mandat de 3 ans vient à expiration à la clôture de la 60e réunion de l’ICANN (AGM 2017).

En application de la section 19 du Règlement intérieur de l’ALAC<http://tinyurl.com/ALAC-RoP-2016-09> (version adoptée le 20 septembre 2016), le processus de la communauté At-Large visant la sélection de son prochain représentant au Conseil d’administration a été lancé en septembre 2016 avec la nomination des présidents et membres du BCEC et du BMSPC.

Le BCEC a pour mission d’établir les critères et les attentes pour l’élection d’un candidat, d’appeler aux manifestations d’intérêt, d’évaluer celles-ci et de compiler la liste (initiale) des candidats du BCEC au poste de membre du Conseil d’administration. Le BMSPC a pour mission de surveiller l’intégralité du processus de sélection du représentant d’At-Large au Conseil d’administration, y compris l’élaboration de l’échéancier pour le processus de sélection et l’élection qui marquera l’aboutissement du processus. Ce processus de sélection est prévu s’achever le vendredi 21 avril 2017 avec l’annonce du candidat retenu. Celui-ci exercera ses fonctions de membre du Conseil d’administration de l’ICANN pendant une période de 3 ans, qui commence à l’issue de la 60e réunion de l’ICANN. Liste de tous les candidats et liste des candidats du BCEC

Le 18 novembre 2016 à 23 h 59 UTC, date limite, les six candidats suivants avaient dument présenté leur manifestation d’intérêt. Ils sont énumérés ci-dessous dans l’ordre alphabétique de leurs noms de famille :

  *   William Michael Cunningham (États-Unis)
  *   Hago Dafalla (Libye)
  *   Alan Greenberg (Canada)
  *   Nigel Phair (Australie)

Le 16 décembre 2016, le BCEC a conclu son processus d’évaluation des candidats et a annoncé que les candidats suivants forment la liste (initiale) des candidats du BCEC, qu’ils figureront automatiquement dans la liste finale, et qu’ils passeront à l’étape suivante du processus de sélection organisé par le BMSPC. Les candidats sont énumérés ci-dessous dans l’ordre alphabétique de leurs noms de famille :


  *   Alan Greenberg (Canada)
  *   Leon Felipe Sanchez Ambia (Mexique)

Processus de l’éventuelle pétition des RALO

Au titre de la section 19.9 du Règlement intérieur de l’ALAC<http://tinyurl.com/ALAC-RoP-2016-09> (version adoptée le 20 septembre 2016), le processus du BMSPC prévoit la possibilité pour les RALOs de proposer l’ajout de candidats à la liste finale. Les RALOs ne peuvent proposer que des candidats ayant déjà présenté une manifestation d’intérêt au BCEC dans le cadre du processus de sélection actuel ; nommément, les six candidats susmentionnés. Les candidats ne seront ajoutés que s’ils bénéficient de l’appui exprimé par vote formel d’au moins trois des cinq RALOs ; chaque RALO vote conformément à ses règles respectives. Ensuite, la liste finale des candidats sera soumise à une élection par les membres de l’ALAC et les présidents des RALOs, qui marquera l’aboutissement du processus de sélection du membre du Conseil d’administration de l’ICANN.

Le processus de la pétition éventuelle des RALO démarre maintenant. Veuillez prendre note des deux dates limites suivantes :


  *   Le jeudi 19 janvier 2017 à 23 h 59 UTC, chacune des RALOs souhaitant ajouter des candidats à la liste devrait avoir identifié ses candidats supplémentaires et en avoir notifié le BMSPC.
  *   Le dimanche 29 janvier 2017 à 23 h 59 UTC, en cas de pétition, toutes les RALOs devraient s’être prononcées quant à leur appui de l’un des candidats supplémentaires proposés, et en avoir notifié le BMSPC.

Veuillez noter que les RALOs peuvent identifier et/ou appuyer des candidats supplémentaires, mais qu’elles ne sont pas tenues de le faire au cas où elles estiment que seule la liste de candidats du BCEC devrait figurer dans la liste finale.

Le mardi 31 janvier 2017, la liste finale des candidats éligibles pour l’élection sera annoncée et les manifestations d’intérêt correspondantes seront publiées, sans toutefois divulguer les informations personnelles et privées des candidats concernés.

Prochaines étapes

Le 12 janvier 2017, un appel inter-RALO à fin unique sera tenu pour permettre aux RALOs de discuter des candidats figurant sur la liste du BCEC ainsi que de la possibilité de proposer des candidats supplémentaires. Les détails de l’appel ainsi que d’autres renseignements utiles seront disponibles sous peu.

Subject: Possible RALO Petition Process to Suggest Additional ICANN Board Director Candidates Selected by the At-Large Community

Dear Regional At-Large Organization (RALO) Members,

As per Section 19.9 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09>, the Board Member Selection Process Committee (BMSPC) is informing RALOs their opportunity to start possible petition process and suggest adding to the Board Candidate Evaluation Committee (BCEC) Slate other Candidates who have submitted Expression of Interests (EoIs) for the ICANN Board Director position. The successfully petitioned Candidates, who have received support through a formal vote of at least three of the five RALOs, will be included in the Final Slate. As the culmination of the ICANN Board Director selection process, the BMSPC will organize an election among the Final Slate of Candidates, and the electorates will be At-Large Advisory Committee (ALAC) Members and Regional At-Large Organization (RALO) Chairs.

Background
Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM).

Pursuant to Section 19 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the BMSPC.

The BCEC is responsible for outlining Candidate requirements and expectations, calling for and evaluating EoIs, and compiling the (initial) BCEC Slate of Candidates for the Board Director position. The BMSPC oversees the entire selection process for the At-Large Board Member, including the development of the selection timeline and the election finalizing the process. This selection process is planned to be completed by Friday, 21 April 2017, with the announcement of the successful Candidate on that date. List of All Applicants & BCEC Slate of Candidates
By the deadline of 18 November 2016 at 23:59 UTC, the following six Applicants have submitted completed EoIs. The Applicants, listed in alphabetical order of the last name, are:

  *   Hago Dafalla (Libya)
  *   Alan Greenberg (Canada)
  *   Nigel Phair (Australia)
  *   Leon Felipe Sanchez Ambia (Mexico)

On 16 December 2016, the BCEC concluded its Candidate Evaluation process and announced that the following Candidates will be named as the (initial) BCEC Slate of Candidates, be automatically included in the Final Slate, and go forward to the next stage of the selection process organized by the BMSPC. The Candidates, listed in alphabetical order of the last name, are:

  *   Alan Greenberg (Canada)
  *   Leon Felipe Sanchez Ambia (Mexico)

Possible RALO Petition Process
Pursuant to Section 19.9 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the BMSPC process involves the option of possible petitions by RALOs to suggest adding Candidates to the Final Slate. RALOs can only suggest Candidates who had previously submitted an EoI to the BCEC during the current selection process; namely, the six Applicants listed above. Candidates will be added only if they receive support through a formal vote of at least three of the five RALOs; each RALO shall vote according to its respective rules. Subsequently, the Final Slate of Candidates will proceed to an election by the ALAC Members and RALO Chairs, which is culmination of the ICANN Board Director selection process.

Possible RALO Petition Process starts from now. Please note the following two deadlines:

  *   By Thursday, 19 January 2017 at 23:59 UTC, each RALO willing to add Candidates to the Slate should have identified additional Candidates and notified the BMSPC.
  *   By Sunday, 29 January 2017 at 23:59 UTC, in case of petition, all RALOs should have decided whether they support any suggested additional Candidates and notified the BMSPC.

Kindly note that RALOs have the option to identify and/or support additional Candidates but are not required to do so, if they believe that only the BCEC Slate of Candidates should be in the Final Slate.

On Tuesday, 31 January 2017, the Final Slate of Candidates, who will proceed to the election, will be announced and their EoIs will be published without disclosing their personal/private information.

Next Steps
On 12 January 2017, a Single Purpose Cross RALO call will be organized for RALOs to discuss the BCEC Slate of Candidates and the option of suggesting additional Candidates. Call details and other relevant information will follow.
