SO: Yes and No, yes in the sense that numbers and protocol proposals are
ready for implementation. No in the sense that actual implementation cannot
commence without the completion of the last bit of names i.e NTIA will not
accept half baked proposal as NTIA requires that the ICG and CCWG proposals
be ready.

So even though numbers and protocol communities finished early and are set
to roll, it's unfortunate that finishing early may not be a major advantage
in this. All hands must then be on deck to get/help the CCWG deliver its
own part of the deal in a timely manner.
