[AFRI-Discuss] REview of the AFRALO Operating Principles

Dear Friends and Colleagues

It was a shame we could not have enough time to discuss these in details in London. This is one first and important item we must take up with ICANN. The time slots for such important meetings at ICANN Conferences must be addressed. It is not a one hour affair business. 
There were two African meetings that were botched at the ICANN meeting-the African Strategic meeting and the AGM. The former suffered an embarrassing intrusion from another community member, who virtually INVADED our meeting that led to words exchanges. And then the AGM in which we were virtually hoarded out.

On the points raised by Tijani at this meeting which is the point of discuss now, they are valid and needs an understanding consensus.

May I suggest that, Tijani put forward his points as a formal proposal for discussion/adoption by AFRALO in our next conference call. He will then have to advance explanations as he did at the AGM for each item he raised. Fatima appeared to have set the ball rolling, let TJ modify his proposal as a motion for our discuss/adoption. I support Fatima observation on quorum. That has to change from 7 members.

Finally, now that Morocco has been confirmed for the ICANN 52 Conference next year, AFRALO should begin now to make adequate preparation to make it an AFRICAN hosting with all the rich diverse hospitality inherent in Africa from all the sub regions.

and this is what I think :

I think we can create an AFRALO individual ALS to allow individual members
to join. The question is how.  This ALS should be regional and may be we
can ask Afrinic to host it.  II am just thinking loud...

·        *Vote weighting*
One active ALS, one vote? Of course we will have to define "active" with
the Metrics of performance

·        *Metrics of performance*
ALAC has its metrics of performance and we can go from there and set up a
small working group to suggest a draft

·        *Decertification*
This should derive from the Metrics of performance and may also be a
consequence of  a "faute lourde" to be defined.

May be we should look at the quorum for meetings too as we are above 30 ALS
now. 7 members seem to little to take a decision in a meeting / General
Assembly.  I think we should maintain 1/3 of the total members as a
threshold and not give a fix number as the number of ALS will keep
growing...
