Dear Pastor Peters,

I have read with much concern the email which you sent to the AFRALO
list on 5 June 2013. Being one of its intended recipients, I have
discussed your allegations with colleagues and staff and am therefore
able to provide you with my response below. I apologise for the time it
has taken me to respond but I wanted to assure myself of the validity of
my answers prior to replying.

In your email, you make several allegations, the merit of which I shall
not comment on, but will base my response solely on facts. After all, it
would be inappropriate of me to provide my *opinion* on internal AFRALO
matters.

First, concerning your listing of ALAC representatives, I will note that
Titi Akinsanmi was actually selected by the ICANN Nominating Committee
http://nomcom.icann.org/ and therefore not by Ms. Sylla who had no direct
say in the matter.

As for the nominations by Ms.Sylla which you disagree with, I remind you
that these are nominations and not selections.

Each and every ALS representative in AFRALO has the ability to nominate
whom they believe would be the most suitable candidates for positions.
If more than one candidate is nominated and accepts their nomination
for a position, then a vote of all ALSes follows. You are
therefore free to nominate whoever you wish to nominate and so is Ms.
Sylla. The AFRALO ALS vote will decide and you, like Ms. Sylla, will
have a vote, as the representative of your ALS. The voting process is
described in the AFRALO Operating Principles, Section 6.1 to 6.10
https://community.icann.org/display/AFRALO/AFRALO+MOU+and+Organising+Documents

The AFRALO Chair has a deciding vote ONLY in the event of a tie.

I hope this clarifies the process and keeps the discussion factual. I
wish AFRALO all the best in its selection of representatives for the
next year.If you have any further questions regarding the selection
process of AFRALO Regional Officers and ALAC Representatives, please do
not hesitate to contact me.

Kind regards,

Olivier MJ Crépin-Leblond
ALAC Chair
