There will be one AFRALO ALAC representative up for election this year as
Mohamed El Bashir’s term ends at the close of the Seoul meeting.
 
With regards to the election process, the AFRALO Memorandum of Understanding
states that the length of the nomination period shall be "a reasonable
period" (MOU:2) without mentioning a specific eletion date. Additionally, it
states that terms shall be of one year (MOU 2) but to be in accordance with
the ICANN bylaws and to allow for staggered terms, the length of the African
ALAC representatives shall be set to two years.
 
In accordance with ICANN by-law we adopted the following election process:
 
1. Call call is made today august 15th by AfRALO Secretariat; 
 
2. Nomination Period: nominations will be accepted for four weeks after this
calls for nominations 12th September 2009;
 
3. Acceptance deadline: the nominees need to accept their nomination no
later than seven days after the nomination period ends (19th  September
2009);
 
4. Election deadline: The election shall begin no later than one week after
the end of the acceptance deadline (26th September 2009) and end not later
than two weeks later (10th  October 2009).
 
Therefore, votes would actually be cast between 26th September to 10th
October 2009.
 
Unless AfRALO member do not agree, We will use the online voting system used
previously in various regions at www.bigpulse.com <http://www.bigpulse.com>
(and which is used for all ALAC votes including for ALS Applications). The
staff will administer these votes through the system, in all cases allowing
independent verification via a URL located on the BigPulse servers which
would provide the results of votes held.

Il y aura élection d’un représentant AFRALO ALAC puisque le mandat de
Mohamed El Bashir se terminera à la fin de la conférence de Séoul.
 
En ce qui concerne le processus d’élection, le mémorandum de compréhension
AFRALO indique que la durée de la période de nomination doit être une
«période raisonnable» (MOU :2) sans toutefois mentionner une date d’élection
spécifique. De plus, il est indiqué que les mandats seront d’une période
d’un an (MOU 2) mais pour être conforme aux statuts ICANN et pour permettre
des mandats échelonnés, la durée des mandats des représentants ALAC
africains sera de deux ans. 
 
En accord avec la constitution de ICANN , nous adoptons le processus
suivant:
 
1. Déclenchement des élections: cet appel est lancé ce 15 aout 2009 par le
Secratariat AfRALO; 
 
2. Période de nomination: les nominations seront acceptées quatre semaines
suivant cet appel (jusqu’au 12 septembre 2009);
 
3. Délai d’acceptation: les personnes nominées doivent accepter leur
nomination au plus tard sept jours après la fin de la période de nomination
(19 septembre 2009);
 
4. Délai d’élection: l’élection devra débuter au plus tard une semaine après
la fin du délai d’acceptation (26 septembre 2009) et se terminer deux
semaines plus tard (10 octobre 2009).
 
Par conséquent, les votes seraient faits entre le 26 septembre et le 10
octobre 2009. 
 
Sauf opposition des membres AfRALO, le vote en ligne sera utilisé comme ce
fut le cas pour les autres régions - www.bigpulse.com <http://www.bigpulse
com> - (et qui est utilisé pour tous les votes ALAC ainsi que ceux pour les
applications ALS). Le personnel administrerait ces votes à travers le
système qui permet toujours une vérification indépendante via un URL situé
sur les serveurs BigPulse qui fournissent les résultats des votes.
